In 1958-1963. studied at the Kazakh State Agricultural Institute in Almaty.<\/p>\n<p>After graduating from the university, he began his career in 1963 as a senior engineer of the \u0426\u0435\u043b\u0438\u043d\u0441\u0435\u043b\u044c\u0445\u043e\u0437\u0442\u0435\u0445\u043d\u0438\u043a\u0430\u00a0regional association.<\/p>\n<p>1990-1994 &#8211; First Secretary of the Kokshetau Regional Committee of the Communist Party of Kazakhstan and Chairman of the Regional Council of People&#8217;s Deputies. 1994-1997 &#8211; Chairman of the Kokshetau Association \u00ab\u0410\u0433\u0440\u043e\u043f\u0440\u043e\u043c\u044d\u043d\u0435\u0440\u0433\u043e\u00bb.<\/p>\n<p>Since 1997, Chapai Mutallapovich worked as a deputy chairman, then chairman of the Akmola Regional Council of War and Labor Veterans. For his services he was awarded two orders: the Red Banner of Labor and \u00ab\u049a\u04b1\u0440\u043c\u0435\u0442\u00bb and many medals.
