Aliyev Shiyap Sharapovich, an outstanding person actively participating in the socio-political life of the region, was born on February 4, 1943 in the village of Baratai, Zerenda district, Kokshetau region. In 1977, a young teacher who graduated from the Kokshetau Pedagogical Institute named after. Sh. Ualikhanov, a teacher of Russian language and literature, began his educational activities at a school in the village of Pakhar. His organizational skills, professionalism, hard work were noted, a year later he held the position of director of the school in the village of Abay.

Shiyap Sharapovich is a public figure who played a big role in the prosperity of his native land, the return of Kokshetau to the status of a regional center.
